It is with heavy heart that we received the news of the passing of former neighbor and friend Bill Clement. In my time knowing Bill he always had the best interests of his constituents and the City at heart. He was a great friend to the Winnipeg Blue Bombers and his vision and support will be missed greatly.
Our thoughts and prayers go to Debbie and the family at this difficult time.

My husband and I live a few houses down the street from Bill Clement. We were stunned and saddened to hear of his passing at such a young age. We didn’t even know he was sick. Our condolences go out to his family.
I would like to thank Bill for his amazing work ethic, kindness, and dedictation to his job and constituents. Bill was kind and engaged every single time we talked and he made the most incredible effort to speak in person and on the phone with anyone who called him. We will all miss you!

His passion to work for the citizens of Winnipeg is incredibly humbling. His matter-of-fact approach was refreshing in the political realm and it was an honour to know him.
We knew Bill from his Aquapleasure Pool business. He always impressed us with his honesty, integrity and attention to customer service of his company. He served many people in many areas as well as a dedicated councillor for Charleswood Tuxedo. We send our sincere condolences to his family, his business associates and the citizens of his ward.

We are saddened by the loss of Bill. Our thoughts and prayers go out to Debbie and the family. We moved into Charleswood in 1979 and since we had a pool with the house we had to get up to speed fairly quickly. It was natural then that we ended up depending on Bill’s “crew” to keep things right. Through this relationship we quickly learned of Bill’s strong ethical approach to life and his calling as our City Councilor. Every election we voted for Bill without question because we considered it a privilege to endorse his work.

Charleswood was always well looked after under Bill’s watch and I appreciate all the advice and help that Bill provided.

It was with great sadness we heard of Bill’s passing. We dealt with Bill on many issues in our neighborhood when he was our councillor. He always had our best interests at the forefront of his mind. Winnipeg has lost one of the good people.

I met Bill 40 or so years ago , and after that everytime we would meet he remember my name , wow ,he was one great councillor and person. He will be missed and condolences to his family and friends , you don’t find to many like Bill , he knew your name and gave you time , he was one great person, councillor . I was shocked to hear of his passing. How sad the good go so young.
I was quite saddened to hear of Bill’s passing. I have known Bill for many years, living in Charleswood and have spoken to him on several occassions, regarding sub-division and other issues in our community. Bill “always” returned calls on the day called or the next. He was always precise, thorough and sincere with his explanations, which I greatly appreciated. For his dedication and hard work to the community , I would like to see the Charleswood bridge renamed to the “Bill Clement Bridge”.
Bill Clement was a great representative for the residents of Charleswood. He returned every phone call and never rushed you off the phone.
Bill was a man his family, friends and Charleswood are very proud of. As someone else has said, as long as Bill was representing Charleswood, we were in good hands.

As a student, I once did a study of city council and while some were decidedly too busy, Mr. Clement always phoned me back immediately and took time to thoughtfully answer every question I had. I was struck by the pride and dedication he had for his job. He was a man of unique conviction and clarity. I’m sure his presence at City Hall will be sorely missed.
We were very saddend to hear about Bill’s passing. While Bill was extremely dedicated to his job as a City Councillor he also knew that which mattered most. It was people, especially his family and friends. Bill was a kind and generous person. We will always remember Bill as he shared his french fries with our 5 year old daughter after one of our curling games during the MCA Bonspiel. Rest in peace our friend. I attended Chapman School with Bill and we were in the same classroom from grades 2-7. I still remember all the baseball games at recess and his passion for sports. I married and moved from Winnipeg. Twenty years later, on my 50th birthday, my phone rang and it was Bill calling to wish me a happy birthday. Somehow he was able to track me down and I still marvel at that! We had a lengthy chat about the ‘good old days’ and I have always cherished that. My sincere condolences to his family.
I would like to extend my sincerest condolences to Councillor Clement’s family and friends. We worked together a bit when I was at City Hall and Councillor Clement was on EPC. As Councillor Vandal has said, Bill had a gruff exterior but a heart of gold. He was tough but fair. And the thing I admired most about him is that he told you the truth. He didn’t beat around the bush. Sometimes that was hard to hear. But life would be a lot easier with more people like that. He will be missed.
Bill Brown-Charleswood Senior Centre
On behalf of all members of the Charleswood Senior Centre I wish to express sincere condolences to Bill’s family. Bill was a strong supporter of the Senior Centre since its inception in 2000. He arranged to have us occupy the council chambers in the old Municipal Building. Last year he assisted in obtaining grants which enabled us to renovate the garage in the Municipal building and we now have a full service, fully functional Multi-Purpose Senior Centre. Every year he assisted us financially with the purchase of Office Equipment & furnishings, computers, Annual BBQ’s etc. He was a good friend, a great city councillor and supporter of Charleswood. He will be sorely missed.
My goodness!!! We/I was most shocked yesterday to hear about the passing of Bill.
Thirty plus years ago we moved from Bridelwood, Kanata (Ontario) to Charleswood, Winnipeg. We had selected that area for many reasons of course. Most important was for having chatted with Bill, who indeed always returned calls or was willing to meet in person. Bill was a person of integrity and solid business know-how.

It is with great sadness that Emily and I heard of Bill’s death.
I knew Bill since he became councilor in 1983. Even though we disagreed on just about everything, he always treated me with respect. When we spoke to each other about issues he always gave me ‘straight’ answers. I respected him for that. He was, in my opinion, a principled conservative who always was a ‘straight shooter’.
Bill and I had a common bond as cancer survivors. We both contracted non-Hodgkins lymphoma – twice, Bill’s first time 12 years ago and mine in 2005, Bill chose to treat his second bout with the cancer differently than I.
Emily and I send our sincerest condolences to the family during this very sad time.

It was the first day of Grade 2 at Chapman School when I first met Bill. He inquired if I was in the right class as I looked pretty small. I assured him I was and he replied, “We’re going to name you Peanuts.” Fifty five years later I was still Peanuts between ourselves. Charleswood and Winnipeg never had a better friend. God Bless his family for sharing him with us.
Like most other lifelong Charleswood residents, I was shocked by Bill’s sudden passing. I wasn’t aware he was ill. Although Bill was a few years ahead of me in school, I knew him and feel like I have lost a good friend. I remember him “walking the ward” during elections and stopping at my mother’s home on Oakdale Drive. He was always prepared to take time time to talk and always had a smile and a story. We debated Charleswood and City issues many time by phone, in person and by e-mail. We both gave our opinions.

We were saddened and shocked to learn of the untimely passing of Bill Clement. We have lived in Charleswood over 20 years and Bill has been our tireless advocate in city hall. We supported his pool business and enjoyed seeing him there from time to time. When we called him with a concern recently, he returned our call immedialy and did his very best to resolve our issue.

I was very saddened to hear of the passing of Councillor Clement. As a prominent Audit Committee member he always kept me on my toes. There was no doubt that he had the interests of his constituents at heart and was always forthright and honest about his views. I think we both enjoyed the skirmishes we had over the years. The city was better for his dedicated service; he’ll be missed. My sincere condolences to his family.
Bill Clement will be missed. Being a Progressive Conservative …He understood that his his decisions had a social impact. Expanding Winnipeg’s bike paths, removing needles from a Charleswood playground or getting the Charleswood Senior Centre to get along with Charleswood Horticultural Society, he strived for the best. I’m very sad to hear about Bill’s passing. Our thoughts are with the Clement families during this very difficult time. Those of us who lived in Carleswood understand the enormous contribution Bill made before and during his time as a city Councillor. Bill was always ready to help no matter what was asked, the City of Winnipeg will truly miss his commitment to make our community a better place.

I will always remember Bill as an informed, intelligent and committed Councillor. Bill was my boss as Chair of Infrastructure Renewal and Public Works. I saw Bill as a key member of the Executive Policy Committee of Council, where he was a problem-solver and an innovator.
I was fortunate to work closely with Bill on a number of capital projects, including the Charleswood Bridge Project, the Michael Komenda Memorial Skatepark and the City’s Active Transportation projects. Bill was determined to make these projects happen, and I experienced firsthand his well-deserved sense of pride and accomplishment with their successful completion.
Bill treated the work of the City like he did his own business – he took pride in doing a good job and providing outstanding customer service, and he expected the same of City staff and our contractors. Bill was both respectful and demanding. He was not shy about telling us of our shortcomings, and at the same time we could always rely on Bill to stand up for Public Works and our services.
Bill’s knowledge of the Charleswood Ward was amazing. He was closely connected with the residents in his ward, and clearly knew their needs. His knowledge of how the physical infrastructure in his Ward worked reflected his long-term commitment as a Councillor. He could tell City staff where water pipes ran through private property, how ditches drained and when and where they were going to flood, and he knew where to check the roads that needed an extra plowing because of snow drifting. Bill responded to each complaint he received personally; when he called the department with a complaint we knew that he had already checked it out to confirm its validity and that he knew the solution; we just had to get it done.
Bill was a pleasure to work with and a friend who will be missed. The City will long remember Bill for his many contributions.
I was deeply saddened at the news of Bill’s passing. Bill ‘s companyAqua Pleasure built our pool 8 years ago. In doing business with Mr Clement he was easily one of the most honest, transparent individual I had ever met with no pretense and business integrety that is extremely rare.
Bill was a gracious man who had a pleasant manner with responding about any concerns whether they were political or about servicing the pool.

Bill was a hardworking and conscientious councillor who was always available for his constituents. He avoided the virulent comments and partisan politics that seem to characterize so many politicians. He will be sadly missed.

I knew Bill had been fighting cancer for at least a couple of years. It doesn’t seem that long ago when I last saw and spoke to him and he looked incredibly well, so the news of his passing came as a shock to me. May it comfort you to know that he no longer has to battle with his illness.

Bill was a great guy to work with on City Council. He was prepared and ready to resolve any issue we needed discuss in order for the city to move forward.

Winnipeg has lost a very good, hard-working man. Having known and worked with Bill since the days of ICEC plus having the fortune to teach marketing to one of his delightful children much later I can only offer my heartfelt condolences to the family. Bill was a fount of civic knowledge, was wonderfully sincere and genuine, and worked both hard and smart. And unlike a lot of councillors, he listened to what people had to say. I always thought he’d make a great mayor but he pooh-poohed those suggestions! We’ll miss him greatly.

I have known Bill since I was a teenager in the 1970′s and can’t imagine anyone in public office ever again having such a love of his community and fighting so hard for it. My condolences to Debbie and the family. Bill was a good businessman, wonderful family man and a superb councillor. Many kudos have been expressed and noted about his many accomplishments while being our city councillor but the 3 that stand out in my mind are the Harte Trail, the name “Charleswood Parkway” and the 3 deer sculpture at Grant and the Charleswood Parkway. He will be missed and has left us far too soon. As someone has said earlier this week, “Happy Trails to the Mayor of Charleswood.”

I had the honour and priviledge of working with Bill as A/Clerk when Bill served as Chairman of various Committee’s at City Hall. I will miss his humour, grins, emails and tremendous knowledge regarding the City of Winnipeg. He was truly one of a kind.
We are so sorry for your loss and so grateful to have had Bill as our counsellor. Bill was widely admired, no praise can truly match the magnitude of his service to the community. He was a wealth of information, you could contact Bill with a question and you would hear from him personally. I hope all the great memories that I’m sure you must have tide you through these difficult times.
It serves us to reflect on Bill’s character, and the Community character, he appeared to alway keep his moral compass pointed firm and true – that aspect which makes tough choices, and speaks the truth when least convenient – remains with us today.
Charleswood and the City of Winnipeg has certainly lost a good man.
I worked at the Councillor’s Office from 1997 to 2000 and remember Bill Clement as a warm-hearted teddy bear of a man. He once took time out of his busy day to try to explain the mysteries of curling to me. He had a great sense of humour and was conscientious to a fault when it came to answering e-mails or voice mails. He left no stone unturned. I am going to miss him. May his family be spared further sorrow.
It seems as if the most times I was in contact with Bill was over the Charleswood Parkway. From the planning stages when it was the golf course, to my concerns of the number of trees that may be removed, to the lights that were burnt out, or the paths that weren’t plowed in the winter – if I couldn’t get a proper response from the city – I called Bill. He could have gotten annoyed, but took my phone calls as if I was a watch dog and always thanked me for bringing it to his attention. “I will get my boys on it” he would say and he got the job done. He was proud of this parkway. I would always call him back and thank him after the work was done, and would remark on how many people use the parkway. He loved to hear it and know how much it was loved! It is so fitting therefore that it is being renamed in his honour. Thank you Bill. Condolences to the family.

Bill & I were senior hockey teammates on the East Kildonan-Elmwood Millionaires. His competitive spirit on the ice went with him into municipal politics and he served his city well through hard work and dedication to his constituents. Although we were Ft. Garry residents and therefore out of his catchment area, Bill saw to it that our variance to build our own home was processed diligently by the Community Committee. He truly was loyal to all Winnipeggers.
I have lived in Charleswood my entire life and I cannot say enough about the committment one person has given to a community. Mr.Clement has left very big shoes to fill and he will be sorely missed.
I met Bill many years ago when I moved here 13 years ago. Great person to have a chat with and just an all round good guy. I was ad news on his passing.
He will be missed.
